Upper Deck News

Official Start of Project

The Official start of the Project is 21 May 2013. The Upper Deck will be replaced in two phases: the South side (Carling) will be done first, followed by the North side. The first phase should last from 21 May to 12 July; the second phase from 15 July to 6 September.
Contractors will normally work between 7:00 a.m. and 6:00 p.m., Monday through Friday.

Access to Upper Deck and Units

South Side (Carling): The South-side upper deck will be a restricted construction zone from May 21 through July 12. There will be no access to parking on that side of the upper deck nor will it be possible for pedestrians to use the ground level (2nd floor) entrance.
North Side: The North-side upper deck will be a restricted construction zone from July 15 through September 6th.When the North-side deck is being replaced there will be no access to parking on that side of the upper deck nor will it be possible for pedestrians to use the ground level (2nd floor) entrance.
During construction as described above, Residents and Visitors in the restricted access zone must use the underground parking garage to access their building.
The parking garage door will be kept closed during the project. The garage door will be connected to the enter phone system in order to permit visitors to the restricted side to announce their arrival. Owners will be able to open the garage door from their unit to meet visitors at the garage-level entrance of their building. Visitors are not to drive their cars into the garage.
The Service Office will remain open and accessible, in its present location, throughout the project.
Security camera monitoring will continue throughout the project.
The fire exits at the ground level (2nd floor) will remain available for emergency exit only throughout the project.

Services

Emergency vehicles will continue to have access to the buildings in the restricted zone.
Service providers such as Canada Post, newspaper delivery, cleaners, medical support persons, etc. will continue to access the service office to pick up keys and will enter through the garage.
Delivery of large items or moving vans will only be able to access buildings in the restricted zone through the garage.
Taxi pick up for buildings with restricted access will be on Irving by the entrance to the garage.

Parking

Residents: Residents with assigned upper deck parking will be provided with “reserved” spots on the upper deck. These will be accessible only from the ramp leading to the “open” Upper Deck Portion. Owners in the affected zone must move their cars no later than 20 May. Otherwise, they will be towed. Please contact the Service Office as soon as possible.
Residents are requested not to use the Visitor parking spots during construction. Requests due to special circumstances should be directed to the Service Office.
Visitors: Short-term visitors will be required to park on the street. This is to minimize traffic and congestion. Visitor spots on the Upper Deck should not be used except in special circumstances. Note that visitors parking on the Upper Deck still have to enter through the garage.
There will be a limited number of longer-term visitor parking spots. Owners should consult the Service Office as soon as possible to determine availability.
Due to increased foot traffic in the garage, Residents are requested to respect the directional arrows and speed limits, as well as be careful of pedestrians.

Falling Concrete in Garage

Our engineers’ report identified twelve parking spots in the garage where falling debris from delamination of the concrete might damage cars during construction.
Residents who may be in this situation will be contacted directly by the Property Manager and will be provided with alternate parking during the project.

Security

It is imperative that Residents be doubly conscious of security issues during the Project.
Although the security cameras will remain operational throughout for the duration of the project, they are not fail proof. There are no cameras in the garage-level entrance.
It is recommended that Residents remove or secure personal items in the garage, especially if they are valuable.
Residents should lock their car at all times.
Residents should lock their unit doors at all times.
Residents are requested to watch for suspicious behaviour in the garage and to report same to the Service Office.
